Strategic Operations Governance Practice
Run the enterprise as transformation stacks with shared backlogs, cadences, and decision rights so humans and AI agents advance strategy together instead of in fragmented, hyperactive silos.
This practice describes how to operationalize Strategic Operations Governance (SOG) as the primary post-AI operating model for an enterprise. It defines roles, transformation stacks, backlogs, and cadences that align strategy, operations, and cross-functional change. It explains how to govern AI-driven hyperactivity through SOG and how to use AI to strengthen SOG itself. It also outlines phased adoption patterns that converge toward all material work flowing through SOG.
Purpose and scope
This practice describes the behaviors an enterprise should adopt to operationalize Strategic Operations Governance (SOG) as its primary post-AI operating model. It applies to medium-to-large organizations with cross-functional complexity, mixed technology estates, and growing use of copilots and AI agents in core business processes.
Roles and accountabilities
Executive sponsor: A senior leader such as the CEO, COO, or equivalent strategy owner provides authority and resolves cross-functional conflicts. SOG steward: A chief of staff, transformation leader, or strategy and operations lead is accountable for maintaining the SOG system, including cadences, artifacts, and escalation paths. Stack owners: Named leaders own each transformation stack—strategy and mission, operating models and governance, processes, software, data, and security, and automation and AI agents—and are responsible for the quality and coherence of their stack backlogs. Support functions: Enterprise PMO, finance, HR, security, data, and AI leaders support SOG by providing planning discipline, financial constraints, workforce considerations, control requirements, and technical feasibility input. Behavior: Every transformation stack has an explicit owner, and there is a standing forum where material work from that stack, including AI-related initiatives, is reviewed alongside work from other stacks.
Define transformation stacks
Map the enterprise into four transformation stacks: strategy and mission; operating models and governance; processes, software, data, and security; and automation and AI agents. For each stack, document a brief charter that explains what outcomes it steers, which systems and teams it touches, and how it interfaces with the other stacks. Register all material initiatives against one or more stacks rather than only against functions or traditional project categories, including process changes, technology programs, AI pilots, regulatory responses, and major operational tuning efforts. Behavior: Material work, especially cross-functional work, is expressed as items in stack backlogs instead of being tracked only in local project lists or functional plans.
Establish SOG backlogs and cadences
Maintain a visible backlog for each transformation stack, segmented into three lanes: keep the lights on, incremental improvement, and strategic change. Ensure that each item clearly states its intended impact on strategy and operational performance. Create a cross-stack SOG cadence that brings stack owners and key delivery leaders together on a predictable rhythm, such as quarterly strategic framing and capacity envelopes, monthly cross-stack backlog and portfolio review, and bi-weekly tactical synchronization. Make capacity trade-offs explicit during SOG sessions so that when a strategic initiative, including AI-related work, is funded, the group agrees which keep-the-lights-on or incremental items will be deferred or descoped. Behavior: There is a single, shared view of material work and capacity across stacks, and trade-offs are visible and deliberate rather than implicit and local.
Govern AI hyperactivity through SOG
Create a lightweight intake path for AI initiatives so that pilots, experiments, and tools above a defined impact threshold must register. At minimum, capture purpose, accountable owner, affected data and systems, expected users, and primary transformation stack. Require AI work that touches core processes or data to flow through SOG; experiments that demonstrate traction are formally graduated into stack backlogs with clear sponsors, success metrics, and dependencies, rather than remaining as unmanaged side projects. Use SOG to throttle and focus AI efforts by limiting the number of concurrent strategic AI initiatives per stack and consolidating overlapping efforts that attempt to change the same processes or adjacent experiences. Behavior: AI-driven activity is visible, governed, and prioritized alongside other changes instead of amplifying existing misalignment as unmanaged hyperactivity.
Use AI to power SOG
Instrument SOG workflows with AI agents that assist with summarizing portfolio health, surfacing cross-stack dependencies, and highlighting risk or congestion in the change portfolio. Use agents to generate scenario options for capacity trade-offs and sequencing under different strategic assumptions. Embed AI assistance into performance measurement and operations-tuning loops by using agents to analyze key performance indicators, detect misalignment between strategy and execution, and draft candidate operating-model or process adjustments for SOG review. Keep SOG decisions human-accountable by treating AI outputs as decision support, not as authoritative decisions, and requiring accountable leaders to validate recommendations before changing strategy, operating models, or major portfolio commitments. Behavior: AI is used deliberately to make SOG more data-driven and efficient while preserving clear human responsibility for governance decisions.
Integrate security, identity, and AI governance
Attach identity-aware AI security and enterprise AI governance functions to SOG so that representatives from these domains participate in SOG cadences where AI-related work, control requirements, and risk posture are discussed. Require that AI initiatives flowing through SOG demonstrate appropriate identity-aware access controls, logging, and feedback loops before they graduate from experiment to scaled capability. Route AI incidents, misuse patterns, and security findings into SOG so they can trigger backlog changes, policy updates, or temporary pauses on specific initiatives. Behavior: Security, identity, and AI governance are embedded into the operating model rather than operating as separate, after-the-fact review gates.
Minimum viable SOG adoption
An enterprise is considered to be practicing Strategic Operations Governance when several conditions are met. First, transformation stacks are defined, each with a named owner and backlog that includes both AI and non-AI work. Second, a regular SOG cadence exists where stack owners review shared backlogs, capacity, and key initiatives against enterprise strategy. Third, at least one explicit phased adoption scope is defined and enforced, with a stated path to enterprise-wide coverage, such as all material work within a specific business unit or function flowing through SOG or all material AI initiatives across the enterprise flowing through SOG regardless of origin. Fourth, the organization has a documented intent and roadmap to extend SOG so that, over time, all material work in the enterprise—run, improve, and transform—is governed through transformation stacks and SOG cadences. Fifth, at least one SOG loop is instrumented with AI for analysis or summarization under clear human accountability, and security and AI governance roles can trigger backlog and policy adjustments when incidents or misuses occur. Behavior: SOG is more than a conceptual model; it is visible in how work is registered, prioritized, and steered, even if adoption is still expanding to full enterprise scope.
Adoption patterns for SOG
Over time, the goal of Strategic Operations Governance is that all material work in the enterprise—run, improve, and transform, AI and non-AI—flows through transformation stacks and SOG cadences. Adoption can be phased, but phasing should be explicit and temporary with a clear intent to converge. In the process-change-first pattern, the enterprise starts by applying SOG to cross-functional change projects that modify important business processes such as quote-to-cash, incident-to-resolution, or hire-to-retire. These projects must register to relevant stacks, use SOG backlogs and cadences, and compete explicitly for capacity based on strategic impact and operational performance, moving from many loosely governed projects making conflicting changes to fewer, better-aligned changes that compound. In the AI-first pattern, the enterprise applies SOG to all material AI initiatives across functions, treating AI pilots, copilots, and agents as cross-functional change projects by default that must register under stacks, satisfy intake criteria, and be prioritized alongside other changes, with their process, role, and control impacts reviewed in SOG cadences. As SOG practices mature in one business unit, function, or AI portfolio, the organization deliberately expands scope by adding more process-change portfolios and major run and improve work and by aligning local project governance with SOG. The end-state is that most of what people do in the enterprise—designing, running, and tuning processes and systems—is expressed as cross-functional work items in SOG backlogs and portfolios prioritized by strategy and current operational performance.
