Enterprise AI Governance Practice

Run Enterprise AI Governance as a peer board that steers AI use-cases, risk, and controls across identity-aware AI security pillars in line with enterprise values, obligations, and strategy.

This practice describes how enterprises can implement Enterprise AI Governance as Pillar E in the five-pillar identity-aware AI security architecture. It defines how to structure a cross-functional governance function, clarify its charter and decision rights, and embed it in the existing governance stack alongside data, security, transformation, and enterprise risk boards. It outlines behaviors for defining AI risk appetite and tiers, running intake and approval for AI use-cases, governing AI systems across their lifecycle, aligning AI with regulatory obligations, overseeing AI incidents and cross-domain risks, providing board-level AI reporting, and operating governance feedback loops into the technical pillars.

Purpose and scope

This practice describes the behaviors an enterprise should adopt to implement Enterprise AI Governance as a supervisory oversight function within the five-pillar identity-aware AI security architecture. It focuses on how to structure Enterprise AI Governance, define its decision rights, and operate its interfaces with data governance, security governance, transformation governance, enterprise risk management, and the technical pillars that implement identity-aware AI controls.

Roles, membership, and charter

Enterprise AI Governance chair or sponsor: A senior executive with authority to convene cross-functional leaders and escalate AI issues to the board or enterprise risk committee. Core membership: Representatives from security leadership, data leadership, technology leadership, risk, legal and compliance, people and culture, and senior business leaders from high-impact AI domains. Charter: Owns AI risk appetite, AI use-case triage and approval, lifecycle governance for significant AI systems, regulatory alignment for AI use, AI incident oversight, and board-level AI reporting. Behavior: Enterprise AI Governance has a written mandate, approved by executive leadership or the board, that clarifies its remit, decision rights, and how it interacts with adjacent governance boards.

Embed Enterprise AI Governance in the governance stack

Map existing governance boards, including data, security, transformation, and enterprise risk, and document how Enterprise AI Governance will coordinate with each, including which AI-related questions are routed where. Define peer relationships so that Enterprise AI Governance is not a subordinate subcommittee but a peer function that can both receive and direct work to other boards while retaining responsibility for AI use-case oversight. Publish a simple visual or description of the governance stack that shows where Enterprise AI Governance sits and how AI-related decisions and escalations flow across boards. Behavior: AI governance is integrated into the broader governance ecosystem rather than operating in isolation.

Define AI risk appetite and tiers

Translate board and leadership guidance into explicit AI risk appetite statements that describe where AI is encouraged, cautiously permitted, or prohibited, for example by domain, data type, or action type. Define AI risk tiers such as low, medium, high, and critical with criteria based on factors like data sensitivity, affected populations, potential harm, and degree of automation versus human oversight. Document control expectations per tier, clarifying which technical controls, monitoring, and human review are required before approval and during operation. Behavior: Every significant AI use-case proposal can be quickly mapped to a risk tier with clear implications for required controls and oversight.

Run AI use-case intake, triage, and approval

Stand up a structured intake process where teams proposing AI initiatives submit a concise description of the use-case, intended users, data sources, actions, and expected benefits and risks. Apply risk-tiering at intake to route low-risk cases to fast-track approval paths and high-risk cases to full Enterprise AI Governance review. Record approval decisions with conditions such as required controls, monitoring obligations, human-in-the-loop requirements, and review dates. Behavior: AI initiatives cannot move into production without a clear decision record from Enterprise AI Governance or its delegated fast-track process, including any conditions and review expectations.

Govern AI across the lifecycle

Require lifecycle plans for significant AI systems, covering initial deployment, monitoring, periodic reassessment, and eventual retirement or replacement. Schedule periodic governance reviews where live AI systems in higher risk tiers are reassessed in light of observed behavior, incidents, drift in data or context, and regulatory changes. Adjust approvals and conditions based on lifecycle findings, tightening controls, expanding scope, or pausing or retiring systems as needed. Behavior: Enterprise AI Governance treats AI systems as living socio-technical systems and maintains oversight for as long as they pose material risk.

Align AI portfolio with regulatory and compliance obligations

Maintain an AI-relevant regulatory map that identifies which AI regulations and standards apply to the organization and to specific AI use-cases, including sector-specific rules and voluntary frameworks. Assess the AI portfolio against this map to identify high-risk or regulated systems that require additional controls, documentation, or transparency measures. Coordinate with legal, compliance, and security governance to ensure technical pillars and operational processes implement the required obligations for each regulated or high-risk AI system. Behavior: Regulatory and compliance questions about AI are handled systematically at the governance level rather than as ad hoc project concerns.

Oversee AI incidents and cross-domain risks

Define AI incident thresholds that determine when a technical AI-related event escalates from security operations or product teams to Enterprise AI Governance, such as incidents with significant user harm, regulatory implications, or systemic control failures. Own the enterprise-level response and learning for significant AI incidents, including root-cause analysis across technical pillars and governance decisions about remediation and future safeguards. Identify cross-domain AI risks that fall between existing boards, including fairness and bias, customer trust, misinformation, and workforce impact, and ensure they are tracked and addressed. Behavior: Enterprise AI Governance becomes the place where AI incidents and cross-cutting risks are synthesized and acted upon, not just acknowledged.

Provide board-level AI risk and performance reporting

Design a recurring AI risk and performance report for the board or enterprise risk committee, drawing on inputs from technical pillars and governance boards. Include portfolio-level views of AI use-cases by risk tier, incident trends, control posture, and strategic impact, rather than only individual system updates. Integrate AI risk into the enterprise risk register so it is managed alongside other strategic risks, with clear owners and mitigation plans. Behavior: Board-level stakeholders gain a coherent view of how AI is used, what risks it creates, and how those risks are being governed and reduced over time.

Operate governance feedback loops into identity-aware AI security pillars

Translate Enterprise AI Governance decisions into technical requirements for the identity-aware policy authority, retrieval and abstraction controls, and security operations, for example by specifying new policy patterns, restricted retrieval scopes, disclosure tier constraints, or monitoring priorities tied to specific AI use-cases or risk tiers. Define clear interfaces where technical pillar owners receive Enterprise AI Governance inputs, acknowledge feasibility and timelines, and report back on implementation status. Review feedback-loop effectiveness by assessing whether governance decisions are reflected in actual system behavior, based on signals from security operations and other monitoring. Behavior: Enterprise AI Governance does not stop at policy statements; it systematically drives changes in identity-aware AI controls and security operations and checks that those changes take effect.

Minimum viable Enterprise AI Governance

An enterprise is considered to be practicing Enterprise AI Governance when several conditions are met. A cross-functional governance body with a clear charter for AI risk appetite, use-case approval, lifecycle oversight, and incident response is in place. AI use-cases that touch core processes, sensitive or regulated data, or consequential decisions flow through a structured intake and triage process, with recorded decisions and conditions. High-risk AI systems have lifecycle plans and are subject to periodic governance reviews. Regulatory and compliance obligations related to AI are mapped and used to steer controls for the AI portfolio. Significant AI incidents and cross-domain risks are escalated to Enterprise AI Governance, which oversees enterprise-level response and learning. Board-level AI risk and performance reporting is established, and AI risk is represented in the enterprise risk register. Governance decisions are routinely translated into updates for identity-aware policy, retrieval, abstraction, and security operations, and the impact of those updates is visible in operational signals. Behavior: AI is governed as a coherent portfolio aligned with enterprise values and obligations rather than as scattered, uncoordinated initiatives.
